I have gta 5 on DVD and I can’t install mod menus, help!!

I have gta 5 and gta online on a dvd/disc, because it was in a box at target. I try to install mod menus or tools or scripts but they don’t pop up.. I try my best to doe everything the requirements and instructions say.. what do I do?
