Where does AddonPedsVars go?

I can't seem to get AddonPeds 3.0.1 to work
I did everything the instructions told me to do but it doesn't have any info on where I should add "AddonPedsVars"
I don't know if I should add the file to the games DIR or my scripts folder

There's an image on that mod page showing an 'odd' folder (with 'dlcpacks' and 'scripts' in the same directory, so not a GTA V folder).
Anyway, seems fairly logical that AddonPedsVars goes in the same directory as the AddonPeds Editor (preferably outside the GTA V realm, even, to keep your environment clean).

Yeah I saw that so I didn't do anything to mess it up thank god lmfao! Yet I'm still not getting anything when I hit "L"

@TheNerdGod86 Your downloaded Addonpeds 3.0.1 folder should contain DLCPACKS and SCRIPTS folders, the AddonPeds editor.exe, changelog, Readme, and AddonpedsVars.xml.
Put the files in the DLCPACKS and Scripts folders to the respective folders in your GTA V MODS folder, and the rest of the files stay in a place that isn't your root GTA V folder, as @meimeiriver said. As long as you have done the DLCLIST properly then you should be fine. Also when using the addonpeds editor you'll need to run it as administrator.
