Why is there no Improved Wanted Level Editor?

I hate the fact that there is no Wanted Level Editor in GTA V, unlike gta sa which there is a WLE mod.
and we can't really spawn civilian cars to chase us in dispatch.meta or change the cops that spawn in police cars to 4 so it will spawn 4 cops in each car, or something like that. It is really a bummer
There should be a script or something where you have more advanced options of police spawns for wanted levels.

i mean some mod that spawns civilian peds in a custom wanted level that doesn't replace dispatch.meta but it runs as a script spawning those civilian ped when for example you kill a gang ped and they send reinforcements.
