Some sort of converter what would convert peds/vehicles etc. from gta sa into gta 5. or some program what will allow gta 5 to load txd,ddf etc. something like addonped's but with different file's

No!, Every GTA SA ped or vehicle needs be rigged manually from scratch because GTA V is a totally different material, skeleton, inner hierarchy, model flags, metadata settings, vertex colors functions and animations system. Things that a simple tool can't do automatically for the big diversity of advanced features in GTA V.
