Custom plates for cops vehicle

Hey guys

I wonder if there is any way i can do a custom plates for cops vehicle were they can all spawn at the same plate such as san andreas plate

Also i would ask for somthing else.
I've changed the values of fbi2 in carvariation.meta and nothing changed in the car spawn color , it remains black and the livery doesn't show.... help
