ELS lights aren't bright with RadianceV and VisualV

As in title, i have a problem with ELS. I installed all graphic mods (VisualV, RadianceV), also tried to increase the lights emmisive in game files with no result. Lights in police cars are not bright.
Please, help me, I don't know what to do with that problem! (
