Gta v SP loads forever. when dlclist is modded

Hey so yesterday i install a fresh install of gta. and now when i try and mod it it loads forever, however its only if i mod the dlc. like addin cars and shit. i can still do enb and reshades and scripts but not dlc cars.
i have install a gameconfig. still nothing. i have also tried fresh no mods expect add on.
i have also tried with no mods at all and that works.Version: 1.0.231.0
i appreciate it any help!
