AI not doing anything

When I'm in a pursuit I call for more units and they spawn, but just sit there... Also when I call for a Transport unit it will just sit there and won't come to pick up the suspect so therefore I have to force it to spawn at the scene....
if anyone could help it would be greatly appreciated.Thanks in advance
