Mods won't work whatever I do

So as I tried to install mods on my secondary copy of gta I noticed that my game doesn't see any mods at all.I installed enb,reshade,script hook and asi loader but the game won't see anything and just start like no mods were installed.I checked that I am starting the modded version and not the original one.
(Non steam version)

This may sound a little stupid, but are you sure you installed the mods in the correct copy of the game? Meaning that you accidently installed the mods into the "GTA Online copy" (or whatever you're calling the copy that only has original files in it) instead of installing it to the folder that you meant to use for mods. It can easily happen if you're switching between folders all the time :P
And I noticed that you mentioned that you installed the ASI loader, but did you also install the OpenIV.asi file? The game won't load any modded archives if you don't have that installed, I believe
