Opening Files Problem

Currently, I am unable to open files such as the ones that are car mods specifically. After downloading the files I noticed all of them had an internet explorer emblem as their icon. Maybe i'm just stupid but whenever I try to open said files, I get the option to save or open. When I press open/which is what I need to do/ the files fails to do so. I've tried using chrome and firefox but downloads seem to do the same. Any help is appreciated. I've literally re-downloaded GTA5 at least five times.
