How to Create Custom Hair

Hey guys. Can anyone provide some information or a tutorial on how to create hairstyles or change the hair color of characters in GTA 5? Specifically Trevor, as I play as him most often. I've tried searching for YouTube tutorials, but none of them were helpful. I know to use open IV to extract a file, and open it in PS. But how do I go about creating the actual hair? Or changing the hair color? Any help would be very appreciated
