Windows cannot blah..

Bassicly I was playing on LSPDFR when it crashed so I redownloaded the game
I tried to launch it for the first time and it said that “cannot acesss path or file you may not have the right to access them” (something like that)
Any help? The path was something on the bin folder, also I have about 21% disk left idk if that has anything to do
