LSPDFR assorted callouts fps lag

So I recently installed assorted callouts to have more fun with the game, but then the game would sometimes crash, so I did lspdfr troubleshooter and it said I needed to files, the policetraffic.dll and the arrestmanager.dll. so I did downloaded both those mods. Everything was fine until the bank heist happened in the game. When I got there, the fps went from locked at 75 to below 35. Averaging around 30-48 fps. What is going on?
