NEED HELP PEDS AND COPS IGNORE PLAYER

So after I reinstalled GTA 5 after because I had issues with mods, I have had an issue where PEDS and COPS just ignore me like an example of this is if I go into a crowd of people and shoot someone they die but everyone around them acts like normal, if I get the Cops they spawn and are just frozen they will get out of there car and shoot me but they can't drive. Please Help me as this is extremely annoying and I would like for my game to go back to normal. I WOULD LIKE TO FIND ANOTHER WAY TO FIX THIS WITHOUT UNINSTALLING

What mods do you have installed? If you have a trainer installed, check to see if you have an "ignore player" option enabled.
