i want to turn this pack into add-on, anyway to contact the dev for permission ?

i want to make this https://www.gta5-mods.com/weapons/ultimate-battlefield-weapons-pack-trophihunter as add-on, so all 124 weapons are add-on weapons, since its now possible to have add-on weapons without the game crash

but i need the permission, yet i cant contact him nor do i know if he is still active,
anyone has contact with him ?
