Stop ai traffic from going around me at stop light?

Is there a mod or can someone please make one where this doesn't happen and they treat me like the rest of the ai in the game. Im trying to be a police officer and every time I stop at a light behind say another car or something the ai will either ram you or simply go around you. my guess is there is no mod and no way to fix it sadly.

Turn off traffic

You can use a Watch Dog mods to control the traffic like a policeman
