Ability/Slomotion on command mod?

I am aware there have been mods in the past that was able to accomplish this like "PC Trainer V" Where there was a option where if you was playing as someone one other then the 3 protags you were able to use a Michael similar ability. Or JediJosh's Max Payne mod but as far as I am aware both these mod don't work.
Is there a similar mod that works like the mention mods above?

Known issues
Special Ability doesn't work when using a different model than player_zero, player_one or player_two
