How to spawn modified vehicles in Traffic?

I want to make cars spawn in traffic with random suspension, transmission, turbo and engine mods instead of stock.

Which file should I modify?

Vehiclemodelsets.meta - find said vehicles and change modkits = 0 to modkits = 1
