Is there any Pop Up Light Rotation Handling.meta tutorial?

I can't find no tutorial on PopUpLightRotation lines setup in handling.meta for customization of popup lights. Is there any tutorial please?
Or anyone know any information how to set it up, which lines setup what?

I know from head locotomb 's F40 has the pop up lights line added. There's a couple more cars but don't know them 1-2-3

<fPopUpLightRotation value="-7.00000"/>
is position of lights
<fBackEndPopUpMaxDeltaSpeed value="0.200000" />
is the speed of opening ligts
<fBackEndPopUpCarImpulseMult value="0.075000" />
<fBackEndPopUpBuildingImpulseMult value="0.030000" />but this 2 lines still don't know what are doing. Was think about the tilt but depend on the name I don't have idea
