Help! Gta5 half of mods not noticed and addonpeds not working

It was just a normal day 4 days ago when i logged in to my modded GTA5 expecting to find my mods and skins waiting for me. I opened GTA5, started up the story, i spawned in, i tried to change my skin with the button L and AddonPeds Editor.exe. I noticed i could not use any skins, addonPedsEditor didn't find not 1,
it said something like: Skins was not found!. I freaked and tried to use my car mod addons, only half worked: my spongebob shirt, mp_m_blank_01 files worked, pizza planet blazer replacer worked, and my loading screen rick and morty replacer.Here are the ones that didn't work: Lightning McQueen Liberator replacer, Monster Jam car pack (all 14 files didn't work, rick and morty rmspaceship, patty wagon from spongebob, none of my custom menyoo rocket cars, all my addon editor skins, or even my 1989 batmobile.
THINGS I'VE TRIED:
checking/changing the dlclist.xml to the right files-(I always keep a backup of that file and the backup is the same as the one in the game)I tried looking online (i feel like there is most likely a solution somewhere else but i really cant find a answer buried in the wrong websites)
I replaced my config with a anti-crash one (and kept the original config)
I replaced my script hook files (didn't work)
i tried rebuilding the addonpeds 20 times (didn't work)
And i feel like reinstalling mods is not a option given i have like 30 mods and like 70 skins
KEEP IN MIND: i have two GTA5 folders and switch them out sometimes (ones modded ones not)
Also my mods worked fine (like perfect fine) before i got on that day (i didn't install any game breaking mods)I usually use the mod folder in OpenIV, AddonPedsEditor, and a few mod menus and files as software.
ANYBODY GOT ANY INFO OR IDEAS ?

Ok, so i found out the only mods effected are the ones on the dlclist.xml file but i still don't know how to fix it.
So that means that these are not named right. I don't know if its the dlclist.xml file itself or something else but it's definitely a name problem

I don't know maybe it could be, but i know it's a naming issue, also im just gonna give up for right now until someone has anything to recommend

OK so i re-download my game, every mod, and kept my addon ped folder and my dlcpacks folder. Also copied the modded half of my old dlclist folder so i wouldnt have to type every mods name again. SO i launch gta5, everything works fine exept i can't press L now for still load any of the mods i couldn't load before, so it's persisting, and the only difference iv'e made so far is to get the L button to not work. IF ANYBODY CAN HELP PLEASE DO SO

Download NativeUI and place the dll in your scripts folder.

Well I never found a solution but I just reinstalled gta5 and all my mods so yea
