Small Texture changes [Request]

Hello im looking for someone who could do some small changes to the textures of 2 vehicles for me.
Theyre minor but sadly i have zero experience and no clue how to work any of this.
Basicly i wanna use those two Vehicles:

And this one:

Basicly i need Police or in this case "Polizei" markings removed and instead have those markings:
Aswell as the lights would need to be Blue-Green
