Where do you get Los Santos?

I have GTA V installed with a few mods I got here - but I'm interested in getting Los Santos. I'm not sure it's a mod (or multiple mods), a whole new game you have to purchase aside from GTA V, some add-on pack I have to purchase or can download. I see some really cool mods on this site for Los Santos, but I think I need more than just a mod. Can someone explain and point me in the right direction?

Los Santos is the massive city in GTA V where you start your missions. Did you happen to completely miss it, perchance?
