Do you use graphics enhancements such as Redux or Reshade?

I remember there were certain Reshade presets, that with DOF enabled, blurred the entire screen when inside a vehicle

wild bet is you didn't have this before using PRSA
because then you asked about the NVR_emmisive dlc bug but did not mention this issue

try disabling the Reshade from PRSA
