NVR October 2018 update - crashes when displaying clouds

I was running NVR prior to the October 2018 update with no issues. After the update the game crashes whenever it displays clouds. Currently that means it crashes a few seconds after loading single player. I have already tried installing NVR onto a 100% clean install of GTA with same result. (Note I am using an older version of GTA, from July 2018...every time Steam updates it I roll it back to this version.)
