Can`t download mods I`ve looked all over YouTube but can`t find a way???

First, I suggest you read the "How to ask for help and support" section on this 'ere forum. Two generic questions like you did can hardly help anyone understand what is your problem and what are you trying to achieve.
As far as the mods installation is concerned, first things first - do you have OpenIV installed? This is the main modding tool for GTA and without it, frankly, it is very unlikely you can install anything... Please download OpenIV.
By the way, this program usually installs most of the mods automatically, so you don't even have to do anything manually. Just a few clicks, and your mods should be up and running.
If this is not what you are looking for, please specify what exactly is your problem instead of making a generic cry for help.
