Vehicles won't spawn

I have add-on a few add-on vehicles that won't spawn if I have too many add-ons. I installed a gameconfig so that could have more add-ons but when I have too many some won't spawn. Could someone tell me how to fix this or if it is possible to combine dlc packs.

@SLY95ZER @nathan318 the way I do it is just put vehicle files from one dlc into another and then add the meta’s in to the original ones(if that makes sense)
It’s what I do with most of skylines mods

No I don't really understand do I just put the whole folder or everything inside of the dlc.rpf? And I don't know what u mean by adding the meta

@nathan318 so the vehicle files will be in a .rpf file inside the dlc, take them from one and combine them with another c (for example, take a bmw mods vehicle files and put them into the same vehicles.rpf for an Audi dlc so both vehicles are in one .rpf)
As for the metas, copy the handling and vehicles.meta’s (and any others) and add them into the meta files for the other dlc

Do I have to anything with the content and setup files?
