mods folder wont let me use any mod menu

okay i'm still a bit of a newbie to modding but i cant find a fix for my problem. when i copy my files in my mod menu then all of a sudden my mod menu (menyoo) doesn't work anymore. my game looks (performance and graphics wise) like it has my mods loaded. but my none of my mods work and mod menu won't show up.
i cleaned my mods folder and try to test my mod menu and then all of a sudden Menyoo works fine, but as soon i put something in my mods folder (like all the 64.rpf files) then my mod menu won't work anymore. hopefully someone can help me out so i can drive in my sexy Mclaren
