AddOnPed Mod limitation after game update?

Can anyone point me to a gameconfig that can work with AddonPeds increasing the Ped amount?
The new game update reduced my installed peds from 26 down to 14. Anything added through AddOnPeds editor over 14 crashes the game at load up.
It doesn't matter which ped it is the 15th ped will kill it.
I solved this issue before with uploading a ped traffic increase game config but that is not working this time. Any ideas? Thanks in advance!
