Before we begin make sure you have already Installed:
Grand Theft Auto V (v1.0.1604.0 Arena War DLC)
OpenIV Software: http://openiv.com/--Next Download and Install these files:--
1. Lspdfr 0.3.1: https://www.lcpdfr.com/files/file/7792-lspd-first-response/

5. Simple Trainer for GTA V 9.5: https://www.gta5-mods.com/scripts/simple-trainer-for-gtav (it prevents the online cars, peds & online map locations from despawning)

6.1 (Optional) Make a Backup of Rde 3.1.1 file "loadouts.meta" (Grand Theft Auto V\mods\update\update.rpf\common\data\ai)

Using OpenIV:
7.1 Delete the sheriff2 skins from the WoV dlcpatch (Fixes green sheriff texture glitch)

7.2 Delete all of sheriff3 files (5 total) so the correct Blaine County Sheriff car spawns, otherwise it spawns the all white Los Santos County Sherriff one.

15. Run Gta V and Enjoy!---IF you crash on startup, did you remember to followed step 12?---
Notes:
1. I removed the alternate gameconfig, World of Variety v6.0's gameconfig exceeds the requirements (Credit to @LHSQ#2940 from RDE Discord for the find)
2. If you followed this tutorial, the Rde Hotfix isn't necessary and will cause intermeittent crashes (it is just a custom gameconfig & Weapon limit adjuster) WoV gameconfig and Weapon limit adjuster take its place
3. RDE 3.1.1 Dispatch.meta will cause no vehicles to be dispatched during wanted levels other than helis (Not an issue if you choose to run WoV or DoV dispatch.meta)This is because Rde dispatch was designed to be controlled by sixstarresponse script. So RDE simply didn't add the vehicles to dispatch.meta.-
3.a You can add the rde vehicles to dispatch.meta by adding the vehicles to corresponding dispatch.meta vehicleset category

3.c I recommend if you choose to add the missing RDE vehicles to dispatch, to use the Dispatch of Variety dispatch.meta as a base. It is very well organized and easy to modify.
4. I added Dispatch Of Variety to the install requirement. In doing so, it brought solid running game stability. I have multiple gaming sessions spanning several hours each during my testing without a single crash.
5. If you are going to install Visual Enhancements, install them before step 6. This allows RDE to overwrite any conflicts that may occur. I'm partial to VisualV and NaturalVision. You can reference @ManoRusso's post for other game enhancement installation steps.

That issue would be caused by the Six Star Response script not working. If both Scripthooks are installed correctly and that issue is happening to people, it could be caused by game/hook updates breaking things it relies on, so not an easy fix.

Hey, would anyone know at which step to implement graphical mod overhaul like VisualV or Redux?

@ManoRusso They should be installed before any other mod.
1 - Grapichs overhaul mods
2 - Effects and intarface mods (like blood mods, explosions, colorful HUD...)
3 - Sound mods (realistic gun sounds)
4 - Gameplay mods (RAGEuphoria, RealisticDrivingV...)
5 - RDE and the other stuff

For the dispatch of variety it says install on new mods folder but weve already created and installed to it throughout the process. Do we we ignore that from the read me?

@mattwwin You will need to install DoV on the mods folder with Rde and WoV. If you install on a new mods folder, you will just undo the previous steps we took to patch the game. As for your second question, I'm not sure I follow what you mean. Oiv is the openiv package installer that automates mod installs versus having to manually drag and drop files. To play Gta V, just launch the game as normal with steam shortcut or if using LSPDFR, use the RPH Launcher.

Guide works great, however a feature from RDE is not working for me. The gangs used to interact where their territories intersected. They would pull eachother out of cars, fist fight, and get into gun fights too. Now that is no longer happening. I have looked and my relationships.dat and agitatedtriggers.meta are all at the correct RDE values. I cannot figure this out for the life of me.

@DoubleHelix I have problems with textures. I deleted files from 7.1 and 8.1, but there is a texture bug with "ambulance, police and firetruk" models. I dont know what happened. can somebody help me?

Hi I've followed Double Helix fix for getting RDE to work the new update, I noticed that the cars and cops that spawn at both the sheriff and highway patrol are LSPD cops, is that one of the things that doesn't show up or did I do something wrong? Also I'm guessing you can't just install the OIV over after you install WOI since it crashes after trying that. While I'm posting are there any known issues with the new scripthook not loading certain ASI plugins like PLD? Thanks for any help

Check out scenarios.meta and scenariotriggers.meta from patch (Grand Theft Auto V\mods\update\update.rpf\common\data\ai). WoV overwrites RDE versions, as well as adding new scenarios to path:
(Grand Theft Auto V\mods\update\update.rpf\x64\levels\gta5\scenario) Rde scenarios could be added back, but I'm not sure of the game stablity.
A mod that addresses the gamgs can be found here. You can try to install this after all the other steps have been followed and have been installed:

I haven't verified it myself, just a guess.@xocherrybomb
Rename mods folder to _mods and run the game. See if the game boots. If it does, the install process was corrupted or if you are running reshade, you'll need to disable it or change versions.
Different reshade versions don't play well with various game versions.@krisztian92
The files deleted from steps 7 & 8 fix the issues on the installed files covered in this write up.
Dispatch Works installs a different carcols.ymt. Just reinstall the Rde carcols.ymt extracted from the RDE Oiv path:

to:
(Grand Theft Auto V\mods\update\update.rpf\x64\data)
Warning: This may cause issues with the Dispatchworks vehicles. If so, you will need to merge the carcols files together.@sim8t3
Not sure on the spawning, but if you install rde after WoV, you will crash. It must be installed first. As for PLD, it is working with scripthook v1.0.1604.
I haven't checked for updates to mine, if one is available, just try it out.@fezken
If you install after DoV, you should be fine. It may require the gameconfig from WoV. Just copy your mods folder and rename the backup mods-safe and try to install it.
If it crashes, delete the mods folder and revert to normal by renaming mods-safe back to just mods. easy way to test different configurations quickly.
Warning: You may have to do some troubleshooting as i haven't tried this out.

Thanks for the fix. A quick question though. How do you edit the dispatch meta file to make RDE cars respond to calls?
EDIT: The following fix with dispatch.meta works. I also made it able to make the RDE peds respond to calls (NOOSE TRU, FIB SWAT, etc.)
