[VEHICLE] Wheelie bar physics

Now that we have wheelies in game for all muscle cars, the fact that the wheelie bars just clip into the ground is painfully obvious. So I was thinking, that it would make sense, to make the wheelie bars actual physical extensions to the car and make them actually work like in real life.
