Looking for something like Grand Theft Auto Reborn from past GTAs. Can anyone name any suggestions? thanks.

No. Afaik there's no Reborn like thread on GTAF (GTA Forums) and on our 5mods pages we do not allow for pack creations, being bundled mod packs.
Best advice is to use the search on the 5mods pages for 'featured only mods' over the past two years (2017/2018), sorted by most downloaded.
