Stop tow truck lightbars from pulling cars over?

Has anyone figured out how the Older tow truck, the 60's one (towtruck2), has beacons, but doesn't pull cars over? You can drive forever with your beacons on and it won't pull them over. I would like to add this feature to some of the addon stringer cars/tow trucks our server has.
I tried changing the siren settings to the tow truck one, (#9) and that does change the lights, but cars still pull over. The car has no Law enforcement flags, and Utility is its category, just like the original. No dice.
Wondering if anyone has figured this out? Been searching for a few days and have found nothing.
