Weird Issue with Random Peds spawning in one place.

So I honestly have no Idea how this is happening but in a specific place there suddenly stand a gigantic group of peds just doing nothing, like they were spawned there. They will never despawn, no matter where I go, when i come back they are still there.

I get really low FPS in that area as well.
The only mod I could suspect that could cause this is: https://www.gta5-mods.com/scripts/scenario-groups which i have installed but I highly doubt it?
Does anyone have a clue about what kind of mod could do this?

Ahhh, yes. The LSPD:FR (or RPH) is at it again!
Don't know what it is, but I once got a similar thing. Not as serious though - I noticed that a group of identical, five, uniformed black guys with black vests spawned next to the FIB building at one point. I sorta brushed it off as just another LSPD:FR glitch.
I also don't think it is because scenario groups as it uses slightly different principles...
Oh, by the way @FalqGTAV, in the lower-left corner of your screen there is this little label with a time and street names. Could you please tell me which mod is it?
Regarding your problem - try using "remove all peds from world" option in Menyoo. You can do it anyplace if, as you say, this ridiculous gathering is persistent.

I don't think it's Alex106 Scenario Groups as I have that in too and didn't notice abnormalities
