What software should I use for texture editing?

I want to create some nice reskins for me and my friends to play.
I used Microsoft paint and it was terrible, what software should I use?

Free:

• Paint .NET (an easy to use upgraded Paint with many more features)
• GIMP (a very extensive photo editor, but also a bit more difficult to use)
• Krita (if you need to draw something)
• Inkscape (if you need to create some SVG images)

Paid:

• Photoshop (need I say more?)
• lots of others I'm not aware of
