Am I doing something wrong, or has the new ScriptHook V update just not come out yet?

 So, I just recently let my game install an update and I reinstall all my mods into the new update.rpf file, but when I try to start the game up, the "critical error" message shows up letting me know that I need to install an updated version of ScriptHook V.  

  When I go to the download page that it directs me to, I download the version that appears on the page and it's the old version that I already have.  

 Again, am I doing something wrong, or is the new update just not out yet?  Any help would be appreciated.

Yesterday February 5th the game got updated to 1.0.1604.1
Wait for ScripthookV to be updated
