Why is my file now too big?

I have an uploaded file Irish Billboards, I have just tried to upload the same file but with change textures and its saying file too big? strange

How large is the file?

1.7GB but the original Garda Billboard pack was ok as one, I've just made it part 1 and part2, part approved but still waiting on part 1 approval 24hrs+ now
