Maps of European cities

Hi, I have not tried GTA V yet and I am thinking to buy it. So I am also interested in this GTA modding world and I have probably a naive question for most of you.
Is it possible to add a specific city map (I am interested to European cities) to play into?
Or maybe the game already offers an internal world map to play in some European cities?

@Tharghan Yes, but you’ll need to create the map. Or rip it from a game or something.
