i see in your post need native ui for can use the new player skin mods.
is very dificult for other languajes install and use this.
can make some autoinstall of native ui for can use the mods_?
please.only need this.

Simply place the rar in that locationi dont have this folder(Visual Studio 13 (or 15) / Templates / Project Templates .

I had the same problem:
Users / MY USER NAME/Documents/ Visual Studio 19/ (exist.)
But /Templates/ProjectTemplates/ (are missing)
I installed vs19
