What type of mods can be released?

I saw a guy that released a Nazi ped model.
So im asking. Is it allowed? I was thinking about making some Nazi police/sheriff/swat/vehicels/army etc.
But i dont know if its allowed. Is it allowed?

In Battlefield, CoD, MoH, Wolfenstein, etc... ... there are nazis soldiers everywhere ... so why could not a mod of nazi soldiers in Gta 5 be allowed? This is just a game.

Historical mods should be fine, as long as they are not used to glorify the controversial group.
