A mod that enables mp NPCs to act as if they're players in GTAO. Is it possible?

Just curious to know if it's even possible to script AI to act as if they're players roaming about San Andreas doing normal player stuff. Maybe have an option for what kind of lobby it'll be (peaceful, tame, normal, insane, griefers/tryhards, or mix). Wish I could do it but I have no clue how to even program any sort of AI.
