SERIOUS PROBLEM WITH MODDED CARS

Hey guys, here's the deal... I was playing LSPDFR 0.4 with a replaced car, i had to restart the game, once i restarted the police cars that i added had a problem, the lights and the sirens weren't working... I have a sirens pack and those cars use ELS... I've been onto this problem for half of the day but it seems that nobody knows what to do, thanks i'll be very grateful if you could help me. (ASK IF YOU NEED SOMETHING!)
