LSPDFR like Character System

Hello guys, I'm wondering if is it possible to create a system like the new LSPFR 0.4 Character Creator and Apartment system or something like that already exist? I enjoy playing LSPDFR but I'd like also enjoy having a standalone version of the character system to create an outlaw or something like that. Tired of using trainers to create my characters. If this question is in the wrong area, I'm sorry and you can close this thread.
