Weapon meta files don't apply in game? How to change the weapon stats?

Editing the .meta files, weaponanimations.meta, weaponcomponents.meta and weapons.meta cause no effect in game. I've tried replacing the files in the mods folder, the game folder and both simultaneously to no avail. I've booted the game through OpenIV, and in offline mode, but again, no effect. I did manage to change it before, but i can't remember exactly what I did. I needed to reinstall the game and afterwards, i can't make these stat changes again. What could i be doing wrong? I'm trying to change the rate of fire for the ap pistol to 1200 rpm (I think that's double the original ROF?) and increase base mag capacity to 33, and ext mag to 100.
