Scripts not loading

Okay, I have installed script hook v skcripthookvdontnet native ui and created a scripts folder. I have also installed the Microsoft crap .net and the other one, and my scripts aren't loading. I get no script hook log no scripthookvdotnet log nothing. I just reinstalled GTA 5 today, after buying it a year ago and never playing it. I'm lost anything I put in my scripts folder doesn't load at all. the redistributable is installed. I even formatted and reinstalled windows thinking maybe it was a windows error and no luck.
Any ideas?

as you state you even reinstalled the OS it's safe to presume you currently do not have multiple versions of the game installed in different folders?
running latest game version with latest versions of SHV and SHVDN placed in the base folder?
