Custom camera during all game play?

Hi there,

I'm currently working on a project

and I am looking for a mod.

During some aspects of game play, I am able to record like normal, but unable to create custom camera angles for a cinematic feel. Tool tips pop up informing me of this and it's generally during more scripted scenes during game play. General moving and driving around allow for free cam to be enabled, however, I would like to aim for this free cam during all aspects of game play, as you can see in the video, not having custom camera angles during all game play drastically retracts from the quality of what I'm trying to achieve.

Is there a mod already out there for this or is it something that can be accomplished? (Not to get confused with OpenCamera which I already use for unrestricted movement)
