The game hasn't been updated, so why would Script Hook V be updated?

For me with the current version installed the game crashes. remove the file and it operates as designed.

Are you sure it isn't another mod that uses Script Hook V that's causing the problem? Anything such as .asi files, .dll files in the scripts directory, and any files added/replaced using OpenIV.asi (mods folder).
