Creating New GTA5 FiveM Police Server

I am new to creating a GTA5 server but I was wondering if anyone can give me a list of mods / plugins etc.. that I can install on my server to make it a Police Server and will do callouts etc.. any help would be gratefully appreciated.. PS a list of mods to install in order would be great... Thank you !!
