Actually, it can!

With Menyoo, you can spawn certain interiors, like the server room, the bunker or, for example, a destroyed hospital wing and the like.

Still, Menyoo's capabilities in this respect are rather limited, so it is advised to use "Open All Interiors" mod if you need them @noserdan.
