conflict of scenario (or maybe popgroup or popcycle,not sure) and weather

I found a weird problem which is for example,
I load in the game,
and game's variety is good, all kinds of scenario, such as construction workers at construction site, cops in front of police station and ect..
But when I change the weather to any other weather from the default weather loaded when I load in the game, for example like extrasunny or clouds, all the scenario is vanished, which will turn the game world to a blank boring world..
