Create MATTE Black Stripe on vehicle

So i am trying to design the new 2019 Dodge Charger SRT Hellcat Blacked out Octane edition. I have made many police vehicle liveries and liveries for other vehicles.
But my problem comes in when I try to create a MATTE Black strip. I am using the color guide which gives me the color values, https://wiki.gt-mp.net/index.php/Vehicle_Colors but once in game, it has a a faint redish hue to it.
Any ideas how to make a true MATTE black strip with a glossy car.
